This research examines the contributions of da‘wah (Islamic outreach) planning to the realization of the objectives of Islamic law (Maqāṣid al-Sharī‘ah) through a foundational and analytical study that links the maqāṣid-based methodology with organized da‘wah practice. It highlights that calling to Allah should not be based on improvisation or spontaneity, but rather on conscious, structured planning grounded in sound understanding of reality, prioritization, and anticipation of outcomes. The study aims to establish the concept of da‘wah planning and clarify its importance, to define the concept and categories of Maqāṣid al-Sharī‘ah, and to demonstrate the areas of integration between da‘wah planning and the higher objectives of the law through applied models drawn from the Qur’an, the Prophetic biography, and the practice of the Rightly Guided Caliphs.
The research adopts the inductive method in collecting textual evidence and practical models, and the analytical method in examining them and linking them to maqāṣid-oriented implications. It concludes that da‘wah planning represents an effective methodological means for preserving the five essential necessities, rationalizing da‘wah efforts, achieving benefits and preventing harms, and ensuring the sustainability of da‘wah impact in contemporary contexts, while maintaining the fixed principles of the Sharī‘ah alongside flexibility in methods.
