Abstract

Since 2011, Egypt has aimed through its political engagement in the Libyan crisis to end the suffering of the Libyan people, restore stability, and safeguard security by promoting stability in neighboring countries. The “Cairo Declaration” has served as a comprehensive roadmap for resolving the crisis, consistently emphasizing that a peaceful solution is the only way to preserve Libya’s unity, territorial integrity, and resources.

Egyptian positions and initiatives have gained broad acceptance and support from various Libyan factions. Cairo has also utilized its vision of the Libyan situation to develop an effective framework adopted by the United Nations Support Mission in Libya to relaunch political settlement tracks. This has positioned Egypt as one of the key actors capable of engaging with all Libyan parties and fostering consensus by bridging differences. It has further supported joint committees formed by the House of Representatives and the High Council of State to advance a Libyan–Libyan solution, aiming to achieve security and stability in Libya and the wider region.
