Abstract

This study aimed to investigate the impact of training programs across their dimensions (training needs identification, training stages, and training content) on enhancing human resource performance, applied to the Facilities Department at Sirte Oil Company for Production and Processing of Oil and Gas. The authors adopted a descriptive-analytical methodology suitable for the nature of the study. Primary data were collected using a structured questionnaire distributed to a random sample of department personnel (including managers, heads of departments, supervisors, and employees), yielding (21) valid responses for statistical analysis using SPSS software. The findings revealed a statistically significant positive impact of training programs on improving human resource performance, with an overall mean of (3.973) and a relative weight of (79.46%). The training programs domain achieved the highest application level with a mean of (4.008), demonstrating the effectiveness of training in enhancing employees' capabilities to utilize modern technologies and solve field-related work problems. Conversely, the results indicated certain limitations, such as the repetition of course content and insufficient consideration of individual training needs. The study recommended performing periodic training needs assessments prior to planning, diversifying and updating training content, emphasizing practical field training, and linking training outcomes to performance evaluation, promotion, and incentive systems.
