The Reality of Contemporary Political Reform in the Arab World and Its Impact on Public Policies: A Case Study of the Political System in Libya Post-2011 as a Model

Abstract

The concept of political reform from a contemporary perspective is no longer limited to constitutional amendments or electoral processes alone; its importance is growing day by day after surpassing traditional frameworks. It is now measured by the ability of political systems to innovate advanced public policies that enhance the efficiency of government agencies within the executive branch, elevate the capabilities of their personnel, and increase their commitment to transparency and innovation as a fundamental pillar in official duties. This ultimately benefits political systems at all levels and in various aspects, laying the foundation for building a state of institutions, law, transparency, and justice. Therefore, this research aims to analyze the role of political reform in Arab political systems from its contemporary perspective as an essential gateway to public policy innovation, while highlighting the value of enhancing transparency and its utilization within administrative and executive bodies across government institutions. This serves as an incubator and catalyst to assess the levels of administrative innovation and good governance in Arab political systems, using the Libyan political system as a model due to the Libyan society's urgent need to improve contemporary political reform within the state. Consequently, the researcher linked this to the topic to determine the extent to which the Libyan political system post-2011 relies on political reform, innovation, and enhanced transparency due to their close connection with political will in the state—conclusions reached by the research, which emphasizes the necessity of focusing on enhancing the governance of government agencies operating within these systems.
